Position Summary & Scope
Job Summary:
Join us as a Police Cadet if you are academically pursuing a career in law enforcement. Cadets provide various support services to the Roseville Police Department while gaining practical experience and a better understanding of our diverse community with the goal of advancing to a sworn police officer position. The role focuses on understanding community needs as they intersect with community policing and has multicultural and bilingual interactions on a continuous basis requiring tact, courtesy and good judgement.

The cadet position is a full-time, benefits earning, limited-term position. To be eligibility for health and retirement benefits, cadets must be available to work between 30-40 hours per week. Candidates must be currently enrolled in a two or four-year law enforcement or criminal justice program at a MN POST Board certified school. Full or partial tuition reimbursement opportunities for SKILLS will be evaluated on a case-by-case basis.  

Scope of Responsibility:
The Cadet works varying hours and days of the week under the readily available supervision of the Lieutenant of Patrol and with direction from the Patrol Sergeant. The Cadet makes routine choices within established procedures and troubleshoots using proven alternatives. Interaction is frequent to provide basic information within the organization and to the public. The Cadet uses good judgment, remains calm in stressful situations and exercises tact, courtesy, professionalism, and the appropriate degree of confidentiality and discretion.
 
Cadets will have time scheduled to ride alongs with sworn officers for learning how calls are handled and to write reports as appropriate. Cadets will be assigned to the Investigative Unit for a portion of the Cadets tenure for assistance in investigating, processing evidence and taking an active part in concluding the case. This position will be assigned to the Community Resource Coordinator for a portion of the Cadet’s tenure to assist in Community Police projects and crime prevention activity.
 
Essential Duties and Responsibilities:
1. Assist Patrol Division as Directed by Supervisor
  • Take minor criminal and non-criminal reports in person and by telephone.
  • Issue citations for parking violations and other city ordinances in accordance with Department policy and as directed by the Duty Sergeant.
  • Assist licensed officers at traffic accidents, medicals and crime scenes.
  • Handle transports as directed by sworn personnel.
  • Assist in maintaining department equipment and property.
 
2. Support Police Administration 
  • Assists the Department in focusing law-enforcement and crime-prevention strategies within diverse communities
  • Ability to communicate well orally and in writing, give effective public presentations, and establish and maintain effective working relationships with supervisors, officers, and other employees.
  • Knowledge of applicable city ordinances and state statutes.
  • Ability to handle animals properly and safely.
  • Ability to operate assigned vehicles safely.
  • Ability to use good judgment and remain calm in stressful situations.
  • Ability to systematically analyze problems and arrive at alternative solutions.
  • Ability to withstand adverse weather conditions.
  • Ability to complete tasks and assignments with moderate supervision.
  • Ability to exercise an appropriate degree of confidentiality and discretion in regard to non-public and confidential information.
 
3. Assist in Support Services
  • Deliver and pick up evidence/property/correspondence. 
  • Answer and handle telephone calls and assist citizen walk-ins. 
  • Retrieve reports as requested by Department personnel. 
  • Assist Community Resource Coordinator as requested. 
  • Light office filing, typing, and data entry.

4. Animal Control 
  • Issue citations for animal control violations.
  • Impound loose, injured, or dead animals.
  • Investigate animal complaints, including animal bites.
  • Compile and update animal license system.
  • Set up public information programs for animal control.

Minimum job requirements are specialized training beyond high school that can be obtained in one year or less and no years of related experience, or equivalent and preference will be given to minority candidates and those who have fluency speaking, reading and writing a second non-English language; Hmong, Karen, Somali, Spanish, or Thai are preferred. Incumbent can be currently enrollment in a POST certified law enforcement program or four-year degree program in criminal justice or law enforcement. The incumbent may also have recently graduated from all mandatory Minnesota law enforcement education. The incumbent shall have a valid Minnesota Driver's License and pass background check.

This position requires intermittent lifting or moving up to 60 pounds less than 15% of the time and moderate attention to detail or deadlines up to 45% of the time.

Physical Demands 
This position requires frequent walking, standing, sitting, climbing, pushing, pulling, bending, stooping, twisting, turning, and lifting up to 25 lbs.

Other Physical Requirements: 
Vision        Need night vision, color vision and ability to see distance and close up (correctable to 20-20) for driving, identifying cars, reading reports.
 
Hearing      Need to communicate with public and others and to identify potential hazards (traffic and other).
 
Touch        Need to check vital signs on injured/dead animals.
