Labor Relations Supervisor

ESSENTIAL DUTIES
·    Provides and oversees the workload for Labor Relations and Leave of Absence/Workers Compensation Administration providing information and advising management on the provisions of collective bargaining agreements to ensure proper and effective contract administration/compliance. Oversee the day-to-day work load of the Senior Labor Relations specialist and
  • Coordinates and provides training for departmental supervisory personnel in the areas of progressive discipline, grievance processing, contract administration, code of conduct, VIW, and more.
  • Works in collaboration with the Payroll Administration to generate monthly reporting on CDA’s overall time/attendance compliance.
  • Prepares management reports on labor/employee relations activities.
  • Acts as a liaison to unions representing departmental employees to answer questions, respond to grievances and investigate concerns in order to resolve problems.
  • Investigates and monitors the investigation of grievances at the pre-arbitration level.
  • Establishes working relationships and host monthly meetings with union representatives to communicate information regarding city work rules, practices and operations impacting on the administration of collective bargaining agreements.
  • Attends collective bargaining negotiations and research issues arising out of the collective bargaining process for use by the city’s negotiating team.
  • Coordinates and monitors reduction in force actions to ensure compliance with collective bargaining agreements and city personnel rules, if applicable.

Qualifications
 
MINIMUM QUALFICATIONS:  Graduation from an accredited college or university with a bachelor’s degree, plus four years of employee relations, industrial relations or professional personnel experience, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.
NOTE: The candidates selected for hire must pass an airport background check and a Security Threat Assessment.
NOTE: Must be flexible for early and/or late meetings and weekends.
NOTE: This position requires a VALID DRIVER’S LICENSE at the time of hire.
NOTE: This position will support both O’Hare Airport and Midway Airport.
 
SELECTION REQUIREMENTS:  This position requires an applicant to successfully complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview, will be selected.
 
Preference will be given to candidates possessing the following:
·    A Juris Doctorate degree strongly preferred.
