Recreation Programmer - Senior Center

OBJECTIVE:
Under general supervision, the Recreation Programmer - Senior Center assists the Senior Center Supervisor and Recreation Director with the planning, promotion, implementation, and supervision of Senior Center programs that meets the social, cultural, educational, and recreational needs of adults age 50+ within the Janesville community. Programs include year-round, seasonal, and special event programs. On occasion, the Recreation Programmer – Senior Center will assist with various community events and recreation programs sponsored by the Recreation Division that are outside of the Senior Center responsibilities.
 
RELATIONSHIPS:
Reports to:  Senior Center Supervisor
 
Supervises volunteers on a regular basis. On occasion, may supervise seasonal employees.
 
Has extensive work contact with the general public, including Senior Center members and other recreation program participants. Has regular work contact with Department, Division, and Office heads, City employees, the Senior Center Advisory Committee, business representatives, non-profit agencies, representatives from peer municipalities, vendors, and the general public. May have work contact with City elected and appointed officials, contractors, and community leaders.

ESSENTIAL DUTIES:

  1. Plans, promotes, implements, oversees, and evaluates a variety of recreation programs to adequately meet the needs of senior center participants.
  2. Coordinates, recruits, trains, assists, and recognizes volunteers for various activities and programs.
  3. Assists the Senior Center Supervisor with creating various marketing materials to promote the Senior Center and its programs through social media, brochures, fliers, and certificates; promotes the Senior Center through community speaking engagements, and participant tours.
  4. Purchases supplies and materials within program budgets; prepares memos for vendor payments when necessary.
  5. Prepares written articles and memos for newsletters and press releases.
  6. Coordinates rental reservations for the Senior Center including scheduling, providing staff coverage as needed, and accepting rental payments. 
  7. Assists the Senior Center Supervisor with preparing year-end reports, participation numbers, and daily deposits.
  8. Facilitates various Senior Center committees, including meeting times, advisement, and approval of committee ideas; works with community groups to collaborate on programs, services, and resources.
  9. Assists with facility room set up, including audiovisual and sound equipment.
  10. Provides instruction for various programs or classes as able, based on abilities skills, and time.
  11. Assists Senior Center members with questions and inquiries, answers phone calls, provides information, resolves resident and member complaints, issues, and inquiries to a satisfactory conclusion.
  12. Assists in preparation of meals and cooking of food for large monthly member special events
  13. Carries out the job responsibilities of the Senior Center Supervisor in her/his absence.
  14. Attends Recreation Division staff meetings, Wisconsin Association of Senior Centers meetings, conferences and trainings, and other related professional development opportunities. 
  15. Assists in the coordination and supervision of various year-round Recreation programs and events sponsored by the Recreation Division, as assigned.
  16. Maintains confidentiality of Division records and participants.
  17. Adheres to all Departmental and City safety policies, reports quarterly safety updates, and seeks out facility safety improvements.
  18. Performs other special projects and other duties as assigned or required during regular and non-business hours, including providing support as a part of any City response to essential or emergency operations. 
 
MINIMUM REQUIREMENTS/QUALIFICATIONS
 
Education and Experience:
Minimum education and experience required to perform essential duties of the position.
 
1.   Graduation from an accredited four-year college or university with a bachelor's degree in recreation management, public administration, health and human services, social work, psychology, gerontology, or related field is required.  
 
2.   Minimum of two (2) years of experience working with the senior population is required
 
3.   Certified in CPR, basic first aid, and AED, or ability to obtain certification within six (6) months of employment.
 
4.   Licensed bartender and WI Food Manager, or ability to obtain licensure within six (6) months of employment.
 
5.   Certified Park and Recreation Professional (C.P.R.P) certification highly desirable.
 
6.   Valid state-issued driver’s license at time of hire is required.
 
For successful performance in this position, the incumbent must demonstrate the following knowledge, skills, and abilities
 
Knowledge of:
 
1.   Knowledge of modern administrative principles, practices, and techniques, records management, report preparation, and filing methods.
 
2.   Knowledge of recreation programs, planning principles, and facility management.
 
3.   Knowledge of senior citizen programming, trends and practices, and a desire to work with the senior population, age 50 and up.
 
4.   Knowledge of fitness, health, and wellness programs geared toward older adults.
 
5.   Knowledge of ceramics and the operation of a kiln or the ability and willingness to obtain training and certification.
 
Skill in:
 
1.   Excellent time management, organizational, and prioritization skills.
 
2.   High level of accuracy and attention to detail.
 
3.   Exceptional verbal and written communication skills paired with a strong customer service background and effective interpersonal skills. 
 
4.   Working with the public in a fair and consistent manner; maintaining objectivity and excluding personal bias while performing job duties.
 
5.   Intermediate proficiency in Microsoft applications, including Excel, Word, Publisher, and Outlook. Proficient in Adobe Acrobat.
 
6.   Exceptional professionalism and a strong ethics base built upon integrity, honesty, initiative, and respect. 
 
7.   Use of Facebook platform to promote programs and services.
 
8.   Must have compassion for and desire to work with older adults.
 
Ability to:
 
1.   Develop, coordinate, plan, and prioritize projects and programs.
2.   Analyze senior needs; apply seniors’ ideas, suggestions, and requests to adapt activities and create new activities to develop an efficient and effective program of services for the senior population. 
 
3.   Manage program and facility expenditures and revenues to meet or not exceed budget allotments.
 
4.   Comprehend and interpret City ordinances and policies.
 
5.   Interact and communicate both verbally and in written form with patrons in an efficient, courteous, professional, and timely manner.
 
6.   Draft correspondences and reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone.
 
7.   Maintain files in a filing system and compile, assemble, and distribute information per set procedures.
 
8.   Effectively and efficiently schedule and organize workload, maintain required records, prepare reports, and handle multiple tasks at one time.
 
9.   Establish and maintain effective working relationships with recreation program participants, City Department, Division, and Office heads, staff, outside governmental agencies, non-profit organizations, vendors, contractors, and the general public in an accurate, fair, equitable and ethical manner.
 
10. Work independently, to timely perform duties with considerable judgment, creativity, resourcefulness, and initiative under minimum supervision and within the boundaries of responsibility.
 
11. Work under pressure in a fast-paced environment with fluid priorities, frequent interruptions, and multiple, sometimes competing work assignments, with accuracy and attention to detail; must be able to organize work, adapt to changing priorities, meet critical deadlines, and follow-up on assignments with a minimum level of direction.
 
12. Successfully interact with a diverse group of individuals.

14. Establish and work effectively as part of a team to solve problems, plan, develop and supervise a comprehensive Senior Center program and accomplish Division and City goals in a positive, supportive manner.

16. Work nights and weekends based upon the activities of the Senior Center and the Recreation Division.
 
17. Comply with all safety policies, practices, and procedures, and report all unsafe activities or conditions to supervisor.
 
18. Maintain a valid-state issued driver’s license.
 
EQUIPMENT, INSTRUMENTS AND MACHINES:
Machinery and equipment including personal computer, printer, fax machine, scanner, copier, City vehicle, telephone, security camera, cash register, 10-key calculator, PA system, audio sound system, commercial grade kitchen oven and stove, coffee machine, kiln, other industry specific software, and other standardized or other office equipment.
 
PHYSICAL FACTORS:
The physical demands described here are representative of those that must be met by any employee to successfully perform the essential functions of this job. 
 
While performing the duties of this job, the employee regularly works in an office environment. This position is expected to lead active recreation programs at times in a variety of settings. This position will occasionally work in an outdoor setting with exposure to varying temperatures. An individual in this position is frequently involved in sedentary work, which requires sitting for the majority of the time. This position occasionally walks, stands, stoops, kneels, crouches, crawls and exerts up to 50 pounds of force by lifting, carrying, pushing, pulling, or otherwise moving objects. The employee is frequently required to see/observe, talk/speak and listen/hear; use their hands to handle, feel or operate objects and equipment; repetitive arm, wrist, hand and eye movements are included. There is frequent twisting, reaching, wrist turning and grasping. The employee may be required to climb or balance.  
 
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of equipment. Employee is required to use cognitive ability to reason, analyze and verbalize thoughts and ideas. Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials or tasks.
 
The employee will spend the majority of the working day inside speaking with other Senior Center members, members of the public or City staff. The working conditions in the office are comfortable. The noise level is generally quiet to moderately noisy. 
 
The employee may, on occasion, be exposed to outside weather conditions, including extreme heat and extreme cold. The employee may work near moving mechanical parts in precarious places; and is occasionally exposed to wet and/or humid conditions. The employee will be required to operate a commercial grade oven and stove. The working conditions in the office environment are comfortable. The noise level in the office environment is generally quiet to moderately noisy.
