Emergency Management Coordinator

THE POSITION
Hennepin County's Emergency Management department is seeking an Emergency Management Coordinator to manage the mobilizing, dispatching, and demobilizing of the Hennepin County Disaster Cache, during and after an emergency.

Location and hours:
This position is onsite at the Public Works Facility located at 1600 Prairie Drive, Medina, MN 55430. There is no public transportation to this facility. Work hours will be Monday through Friday between 8 a.m. to 4:30 p.m.

In this position, you will:  
  • Develop, operationalize, track, and improve procedures to mobilize, dispatch and demobilize resources during and after an emergency. 
  • Lead county damage assessment operations from Rapid Damage Assessment (RDA) through Preliminary Damage Assessment (PDA).
  • Store, maintain, and test resources in the Hennepin County disaster cache. 
  • Lead maintenance and lawncare operations of Hennepin West Mesonet sites. 
  • Assist in the annual resource gap analysis process and associated Hazard Identification & Risk Assessment (HIRA) update. 
  • Determine and track scheduled or phased maintenance program with mobile inventory (internal or external contracts).
  • Maintain and/or develop a physical (visual and operational) cyclic inventory inspection program.
  • Maintain the warehouse floor plan, storage capacity, classification of inventory, slotting, and implementation for an efficient receiving process.
  • Provide training and update briefings to emergency management staff with logistics management that include warehouse storage capability, resource processes, sustainability, and organization.

Need to have:
  • One of the following:
  • Five years or more experience in emergency preparedness.
  • Associates degree in emergency management or an approved equivalent academic areaand three years or more of experience working in emergency preparedness.
  • Bachelor's degree or higher in emergency management or an approved equivalent academic areaand one year or more of experience working in emergency preparedness.
  • State of Minnesota Emergency management certificate or ability to achieve certification within two years of hire. 

Nice to have:  
  • Completion of an approved training program in heavy equipment operations.
  • Completion of Skywarn training program. 
  • Experience: 
  • Operating heavy equipment. 
  • Working on-scene disaster operations.
  • Grant Management; Urban Area Security Initiative (UASI), State Homeland Security Program (SHSP) or Egrants.
  • Working with weather sensing equipment.
  • Working with social media sharing platform (Facebook, Twitter, Instagram, Nextdoor, etc.)
  • Knowledge of: 
  • The proper use of tools and equipment (common hand tools, impact wrenches, air, and hydraulic jacks); occupational hazards and safety precautions of the trade.
  • Loading and unloading equipment from vehicles and trailers.
  • Ability to: 
  • Perform repairs independently.
  • Work from diagrams, manuals, verbal and written directions. 
  • Make cost estimates of time and materials and to maintain routine records. 
  • Lift objects weighing up to 50 pounds. 
  • Safely driving motor vehicles and operate equipment.
 
About the department:
Hennepin County Emergency Management is responsible to integrate the preparation, response and recovery efforts of County Departments with Municipal Governments for major emergencies involving natural hazards, technological accidents, and adversarial threats.
 
The Department works closely with other emergency management officials, including those from the State, neighboring counties, municipal governments, private industry and volunteer organizations, in order to ensure unified action, appropriate resource allocation, and common messages regarding disasters.
