Associate Manager, Monitoring and Evaluation

POSITION OVERVIEW


The Monitoring and Evaluation Associate Manager will join the Monitoring, Evaluation and Learning (MEL) team and contribute to all aspects of an evaluation project or monitoring program from start to finish, including planning and design, collaboration with key stakeholders, data collection and analysis, data synthesis and report writing and presentation. This position will work closely with our workforce and leadership development teams on ongoing and one-off surveys for programs, events, and other similar work, as well as leading and analyzing focus groups.
 
The Partnership’s Monitoring and Evaluation Associate Manager must possess strong project management and analytical skills to help carry out a broad spectrum of evaluation work designed to help build our organization’s capacity to improve the effectiveness of government and government management. This position will support the development and implementation of a variety of monitoring, evaluation, and learning processes and outputs related to data infrastructure systems, survey-building, evaluation plans, data visualization and organizational learning.

 

ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES

  • Serve as MEL team lead for specific teams, such as the leadership development team, including survey design and administration and other team-specific needs such as attending team meetings, briefing team leads, project managers and broader teams on survey results.
  • Support the federal workforce team, including survey design and administration; and serve as MEL team lead on focus group design, facilitation and analysis.
  • Lead small scale evaluation and learning projects and support large scale projects in the design, planning, coordination, and implementation, including support of organizational strategic plan metrics.
  • Support evaluation and monitoring projects by conducting meetings, administering surveys or other instruments, recording findings and helping to keep projects on track and on schedule.
  • Support the development of, and sometimes lead, capacity building efforts, including trainings and workshops on topics relevant to monitoring, evaluation and learning (e.g., survey basics, logic models, moving from output to outcomes).
  • Work with other members of the Monitoring, Evaluation and Learning (MEL) team and key Partnership colleagues and participants to translate evaluation and monitoring findings into action.
  • Analyze quantitative and qualitative data, interpret statistics and draft findings, including data visualization.
  • Clearly communicate the results of analytical work to non-technical audiences in both written and oral communication.
  • Write summaries, case studies, evaluation reports, literature reviews, blog posts and other content.
  • Follow established Partnership processes where appropriate, such as survey development and dissemination in Qualtrics, as well as recording and using data in the Customer Relation Management (CRM) system, Salesforce.
  • Collaborate with diverse project teams that include Partnership staff and federal partners, including responding to requests for data and information from other parts of the organization and external sources.

  • Ability to collect, analyze, and synthesize quantitative and qualitative data in a reliable manner with minimal oversight.
  • Demonstrated experience with qualitative databases; qualitative methodology (e.g., literature reviews, interviewing, content analysis, and coding); statistical software; and quantitative data analysis.
  • Demonstrated ability to determine appropriate approaches and resources for projects.
  • Strong organizational skills and ability to handle multiple projects and work efficiently in a fast-paced, deadline-driven environment.
  • Ability to translate, synthesize, evaluate, and verify complex concepts and data into easy-to-understand, compelling messages.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree, or equivalent professional work or military experience required, Master’s degree preferred.
  • Approximately two to four years of professional work experience in monitoring or evaluation required, experience in qualitative or quantitative data or covering topics related to the federal government preferred.
  • Demonstrated evaluation and project management experience (leading small to medium projects, supporting larger efforts), including coordinating a team.
  • Proficiency in Excel and/or other data analysis platforms required (SPSS or R).
  • Proficiency in Qualtrics or other survey administration platform required.
  • Proficiency in Dedoose or other qualitative data analysis platforms preferred.
  • Familiarity with Salesforce, or other CRM, preferred.
  • Experience working with data visualization, including using PowerBI, Qualtrics Dashboard, or Tableau preferred.
  • Familiarity with culturally responsive, anti-racist, decolonizing, and other evaluation methods to support inclusive, diverse, and equitable practices preferred.
