Apple Health (Medicaid) Justice Involved Policy Manager and Liaison (MPS3/MPD)

The Medical Program Specialist 3 implements Medicaid eligibility policies and trains stakeholders to ensure understanding of these policies. About the position:
The Office of Medicaid, Eligibility and Policy (OMEP), within the Medicaid Programs Division of the Health Care Authority, consists of staff who represent the Director of the Health Care Authority and speak with the authority of the agency in communities across the state. Staff advise external stakeholders in community-based health organizations on behalf of the agency. Staff also evaluate and analyze federal statutes and regulations and formulate state policy for Medicaid/CHIP eligibility. Staff participate in long range strategic planning for Medicaid eligibility policy and service delivery while also being responsive to short-term objectives.

This specific position has the unique opportunity to drive health equity through coordinating, facilitating and connecting work efforts and people with the goal to remove access to care barriers for justice involved people.
 
Some of what you will do: 
  • Facilitate and manage large workgroups beginning with the cross agency, cross jurisdictional workgroup and subcommittee tasked with addressing health care issues impacting individuals re-entering society from a public institution as outlined in SB 5304 and HB 1348 from the 2021-22 legislative session.
  • Plan agency strategy for implementing federal and state law; identify long-term strategies and short-term goals, objectives, and implementation plans.
  • Provide project management support in development of agency strategy for: long-term strategies and short-term goals, objectives and implementation plans.
  • Support the training and work as a liaison to stakeholders to ensure communities understand Medicaid, Medicaid suspension, managed care enrollment and the interaction of these policies in support of individuals re-entering society from a public institution.
  • Support data identification for the purpose of decision making and implementation of legislative requirements.
  • Develop and clarify policy and procedures for legislative staff, constituents, other state agencies, HCA staff and community-based organizations.
  • Develop proposals for review by executive management on Medicaid policy, practice, and implementation.
  • Translate federal policy and guidance to formulate statewide Medicaid policy through Washington Administrative Code development and adoption.
Required Qualifications: 
A Bachelor’s degree with major study in health, social sciences, public administration, education, or closely related field
AND
Four years’ experience supervising or providing consultative experience in health services, social services or Medicaid programs.
Two years of experience can substitute for each year of the required higher education.
 
Preferred Qualifications: 
  • A working knowledge of Washington State governmental structure and function of division, especially Medicaid policies, procedures, and services to ensure appropriate Medicaid services to participants of the division’s programs;
  • Considerable working knowledge of state and federal laws, regulations and procedures as they relate to Medicaid, health care reform and delivery of medical programs;
  • Working experience with the justice involved population.
  • Knowledge and applied skills in the principles of management and organizational practice. This includes group process and problem-solving methodologies, conflict management and negotiation skills; strong organizational knowledge including how high performing organizations succeed; principles of administration, project management experience and knowledge of disciplines. 
  • Principles of management and organizational practice, including group process and problem-solving methodologies, conflict management, and negotiation skills.
  • Effective oral and written communications with clients, business community, and other professional/managerial groups including top agency management, public speaking; independent decision making; strong interpersonal skills; planning and project management; leadership;
  • Applied knowledge and experience in computer skills, including a knowledge and experience in ACES, Barcode, ProviderOne, Washington Healthplanfinder, and other related client data sources. Considerable experience with software programs including work processing, spreadsheets, database, and flow charts;
  • Considerable experience in drafting Medicaid policy and procedures; researching Medicaid policy in other states, developing scenarios or strategies for long and short-term division planning, and reviewing implementation of programs for compliance with legal requirements;
  • Considerable experience in conducting analyses of Medicaid system, facts, statistics and other relevant materials to resolve the questions or problems concerning Medicaid and state medical programs eligibility policy, legislative changes, and budgetary constraints; and
  • Considerable experience in educating communities regarding federal Medicaid and state-funded medical program eligibility policy, and program offerings; and developing and presenting Medicaid and state medical program eligibility policy to stakeholders, legislators, and community leaders in a precise, understandable manner.
